
Pay increments for ASG employees is included in the proposed Fiscal Year 2023 budget, totaling $963.4 million, that the Lemanu administration is submitting for the Fono to review.
It also includes the 2% hike in ASG’s employer contribution to the Retirement Fund.
Employees begin paying a 1% increase October 1st.
In an executive summary of the proposed budget distributed to lawmakers, Monday, Governor Lemanu said that by fully leveraging the amount of federal grants the Department of Education receives, DOE was able to absorb a $2 million reduction in local funds.
This gave an extra $2 million for other purposes. $1 million is proposed for Medicaid local match and $1 million is to go to EMS, now under a new entity, the American Samoa Search and Rescue Agency.
ASG’s spending blue print for the new fiscal year is comprised of:
- $117.8 million in local revenues,
- $341,7 million in federal grants,
- $223.5 million in Enterprise Funds
- and $10.3 million in Capital Imorivement Funds.
In summary, 47% of the budget is local revenues and 51.1% is from the federal government.
Here’s the breakdown of how the funding will be used.
- $84.5 million or 71.7% will go to personnel services, that’s salaries
- $17 Million or 14.5% to contractual services
- $11.6 million or 9.9% for All Others
- $3.1 million or 2.9% for Materials and Supplies
- $891,500 or 0.8% for Travel
- $586,500 or 0.5% for Equipment
