Some laws are causing more harm than good, according to Public Defender Douglas Fiaui.
Fiaui has recommended that the Fono review the enforcement and applicability of certain laws.
The Public Defender was speaking at a hearing initiated by Manu’a Representative Toeaina Faufano Autele in response to reports that have called in to question certain aspects of the justice system. 
One of the laws the Public Defender was referring to is the criminalization of Underage Drinking, a Class D misdemeanor.

He pleaded with lawmaker to amend the law and come up with an alternative method of sentencing for young people and first time offenders.
He recommended that offenders get an opportunity for rehabilitation and avoid a criminal record while they’re still in school and or looking for a job.
He pointed out that this is also done in other states.
