DHR Director puts a stop to “pre-selection” of ASG hires

Directors of ASG departments and agencies have been told that effective immediately the Department of Human Resources will no longer accept new hires that are pre-selected by departments for vacancies.

The directive is contained in an October 12 memo from DHR Director Lynn Pulou Alaimalo.

“Effective immediately, the Department of Human Resources will no longer accept any pre selections from any department/agency. This practice must be stopped,” wrote the DHR boss.

She pointed out “this practice is in violation of merit principles as set forth in A.S.A.C $ 4.0305, which states in part, “Applications shall remain under acting consideration by OMR for one year from the date received. (b) Applications filed with the office of manpower resources by the date specified in the vacancy notice or examination announcement will be considered.”

While DHR is the government’s hiring and firing agency, it has been the norm for departments to select candidates to fill vacancies and recommend them to DHR.

But Pulou Alaimalo is moving to stop that practice and have DHR pick who to hire for all ASG jobs.

Her memo said, “Applications from the DHR File Registry, as well as applications submitted during the posting period, will be used to fill vacancies. We encourage all departments/agencies to assist in ensuring that the integrity of the ASG recruitment and placement processes are adhered to. As such, there will be no exception to pre-selection.”

Directors were told that if their department/agency has any pending actions with DHR including those that were pre selected, “we will consider these applications in the screening, but will undergo fair screening across the board and will be reviewed based on the requirements and classification of the vacant position for all candidates.”
