The reason why the American Samoa Power Authority stopped ordering cash power debit meters in 2024 was because they have very sensitive electronic components and were failing at a rapid rate.

ASPA is replacing the debit meters with Smart Meters. The first shipment of 6,000 Smart Meters along with software is arriving in March and installation should begin in April. They were purchased with a grant from the Department of Interior, Empowering Insular Communities Program.

He says the grant has also allowed ASPA to upgrade its meter reading and billing system where they can get readings instantly and do not have to physically read meters monthly.

ASPA has a total of 12,500 electric customers and it is looking for other grant opportunities to purchase the remaining 6,000+ electric meters.
