Should Fono approve funding for ASEDA bonds?

Should bonds issued by the American Samoa Economic Development Authority (ASEDA) be submitted to the Fono for appropriation?

This question was posed by Senator Olo Uluao Letuli posed to Acting Treasurer Brett Butler during his confirmation hearing on Thursday. Current statute does not require Fono approval for the appropriation of funds to pay for bonds that finance projects that ASEDA selects. This was Butler’s response.

Senator Olo said the reason why he asked is because it appears to be a violation of the Revised Constitution, a reference to the Fono’s authority, to appropriate all government funds.
