Notice is to update tuition rates and fees in law

A Notice of Intended Action to Amend (NOIA), announced today by the American Samoa Community College (ASCC), is not for an increase in tuition rates and fees—as reported by KHJ News—but rather to update the the fees listed in the American Samoa Administrative Code.

ASCC President Dr. Rosevonne Pato clarified that tuition rates and fees were changed five years ago; however, they have not been changed in the American Samoa Administrative Code which still lists $2 a credit. She said that the purpose of the NOIA is to change the tuition rates and fees in the Code to reflect the current tuition rates and fees—no increases are being proposed.

The notice from Dr. Pato states:

Notice is hereby given and on August 11, 2025, the American Samoa Community College, intends to amend certain rules of Title 13, Chapter 2, et. seq., of the American Samoa Administrative Code to amend tuition rates and fees at the American Samoa Community College, hereby designated as Rule #2025-0002.
