
The Board of Directors of the American Samoa Power Authority (ASPA) announces that Executive Director Wallon Young Fong has resigned from his position, effective March 6, 2026.
In a statement issued yesterday, the Board said Mr. Fong has served the American Samoa Power Authority and the people of American Samoa for many years as Executive Director, providing oversight for the Authority during his tenure. “On behalf of ASPA, the Board wishes to thank Mr. Fong for his years of service and commitment to the Territory of American Samoa. Leading a public utility that provides essential services to our community carries great responsibility, and we recognize the work he has contributed during his time as Executive Director. We wish Mr. Fong and his family the very best in their future endeavors.”
The statement went on to say that in order to ensure continuity of operations and stability for ASPA employees and customers, the Board has appointed Doug Buhr as Acting Executive Director, effective immediately, while the Authority begins the process of selecting a permanent Executive Director.
“The Board remains committed to working closely with ASPA management and employees to ensure the continued reliability of power, water, and wastewater services for the people of American Samoa during this transition.”
