Nominations for ASPA & LBJ Boards sent to the Fono

When the Fono reconvenes on March 2nd the confirmation of members of boards will be on the agenda.

The latest appointments that Governor Pulaali’i Nikolao Pula has submitted to the Fono for confirmation are two members of the Board of the American Samoa Power Authority and one member of the Board of the LBJ Tropical Medical Center.

To be confirmed as members of the Board of Directors of ASPA are Jansen Poyer who was a recess appointment and Theodore Ted Le’iato who is being reappointed. Both shall have four year terms expiring on January 26, 2030.

The Governor said in his letter to the Senate President, Mr. Poyer’s appointment is made pursuant to the requirements of the American Samoa Code Annotated which requires that at least two appointees possess experience in project planning, project engineering leadership, and proficiency in communication with peers through executive leadership.

Mr. Poyer is a graduate of Faga’itua High School and has more than 17 years of demonstrated engineering leadership experience in the aerospасе industry, having served with both Boeing and L3 Technologies.

The Governor said Mr Poyer will also actively engage in building local capacity and developing training opportunities to support workforce development efforts. He is replacing Afalava Eliki Afalava.

The reappointment of Theodore “Ted” Le’iato “recognizes his continued service and extensive expertise as an Electrical Engineer, bringing a wealth of knowledge in power generation and project management from his outstanding 25-year career at ASPA,” said Governor Pulaalii. He added that Mr. Le’iato has held several management positions and has “consistently gone above and beyond his assigned duties…” This includes writing grant proposals that secured millions of dollars in federal funding for the territory.

Both the House and Senate have to approve members of the ASPA Board.

Up for confirmation as a member of the Board of the Hospital Authority is Maaelopa Bob A. P. Tuiasosopo. Maaelopa was a recess appointment to the Board. He is replacing Afamasaga Dr Talifa Talifa Jr. and his term will expire October 10, 2027.

The Governor said Maaelopa “is a respected business owner, cultural leader, and community advocate with over 20 years of experience in governance, workforce development, and public service. He brings a proven record of leadership and collaboration across government, business, and community sectors. His extensive experience guiding public and nonprofit boards makes him well-qualified to contribute to the LBJ Tropical Medical Center Board.

Only Senate confirmation is required for members of the Hospital Authority Board.
