The rejection of the national budget by the Samoa parliament last week has halted plans to roll out $91.8 million tālā — or $1.8 million tālā for each constituency — for the next financial year.
Samoa Observer reports the total of $91.8 million tālā for the project was a major component of the $1.2 billion tālā budget, which failed to move past its first reading in Parliament, triggering an early general election.
This would have completed the promised $5 million for each of the 51 constituencies during the five-year parliamentary term.
The allocation was also the largest expenditure from the state, with the funding disbursed to each district council to execute community development projects.
The budget defeat has also brought a premature end to the district project, which will cease operation after the current financial year ends on June 30.
It is believed some constituencies have yet to receive their full appropriated funds passed by the House.
