With the clock ticking on the deadline to complete projects funded by the American Rescue Plan Act (ARPA), which is December of next year, the Office of Procurement is advertising bids and requests for proposals for several projects.

One major project is the Port of Pago Pago Construction, which includes the construction of a new building for the Department of Port Administration and a Loose Cargo Processing Warehouse that will house Customs facilities. The old Port Administration Building was torn down two years ago.

When it was first proposed, the new Port Administration Building was part of a larger project to upgrade the wharf and container yard. A total of $17 million in ARPA funding was approved for upgrades to the wharf and container yard, and the Port Administration building.

The project designer is Pioa Consulting & Engineering, LLC., Project Architect: James Cubit & Architects of Australia, Geotechnical Engineering: Tonkin & Taylor of New Zealand, Structural Engineering: Raspir Engineered Systems, and Building Services Engineering: Notkin Hawaii.

An RFP for the Port of Pago Pago Construction seeks proposals from qualified firms to be submitted before 2 p.m. on May 7, 2025.

A statutory Pre-Bid meeting is to be held at the Office of Procurement at 9am, Friday, May 2, at the Office of Procurement Conference Room. Bids will not be accepted from offeror who are not present at the Pre-Bid Conference.
