Governor appoints new Board for ASTCA

A new board of directors for the American Samoa Telecommunications Authority has been appointed by Governor Pulaali’i Nikolao Pula.

Avamua Dave Haleck has been appointed chairman of the board, and the members are Alex Sene Jr., Andrew Berquist, Ella Gurr and Lewis Seau.

The April 7 memo naming the new board members says the appointments are effective immediately. Board members will serve a two-year term or until replaced by the Governor

The board secretary shall be elected by the majority of the board at a meeting that includes a quorum consisting of a majority of the named members.

Avamua Dave Haleck is President/CEO of Haleck Enterprises, Inc., a diversified local company that has been in business in the territory for decades with extensive business operations in American Samoa and Samoa.

Mr. Alex Sene Jr. is a former Chief Executive Officer and Chief Technical Officer of ASTCA and has served as chairman of the ASTCA Board the past four years. Governor Pula said Sene is a forward-thinking technologist with a Master’s degree in electrical engineering.

Mr. Andrew Berquist was the Territorial Broadband Coordinator under two governors and is now in the private sector with Applied Technology Solutions. He holds a certificate from the Harvard Kennedy Executive Education School on “Cybersecurity: The Intersection of Policy and Technology.”

Mrs. Ella Gurr is President of Pago Pago Trading Company and is currently chairwoman of the American Samoa Chamber of Commerce, a post she also held from 2017-2022 as part of her dedication to promoting economic growth and community development in American Samoa.

Mr. Seau is a recently retired U.S. Army Lieutenant Colonel with over 20 years of leadership in information systems engineering and cybersecurity. A native of American Samoa, he brings a strategic, mission-driven mindset and a commitment to advancing digital infrastructure for the territory.
