$22 million supplemental bill proposes 9 items

In addition to the $36 million surplus for Fiscal Year 2023, which the governor has submitted to the Fono for appropriation, there’s a second appropriations bill of $22 million of unobligated and unexpended revenues from Fiscal year 2022 that the administration has sent to the Fono as a supplemental appropriations for the Fiscal Year 2024 budget. The money is surplus funds from FY2022.

There are 9 budget items in this second bill:

  • $1 million for the Fono to address additional critical operational needs not addressed in the Fiscal Year 2024 budget;
  • $1 million to the Fono for the 75th anniversary celebration (The Fono was given $1 million for this purpose in a previous appropriations bill);
  • $991,000 to the Governor’s Office to address operational needs not covered in the Fiscal Year 2024 budget;
  • $400,000 for the Office of Samoan Affairs also to cover needs not addressed in the FY 2024 budget;
  • $886,000 for the Department of Public Safety;
  • $970,000 for the Department of Corrections;
  • $550,000 for the Department of Legal Affairs for legal fees for outside counsel, case settlement and anticipated legislation to cover needs not covered in the Fiscal Year 2024 budget;
  • $250,000 for the Office of Public Defender;
  • $15.9 million to the Special Projects under the Governor’s Office for infrastructure projects for Tutuila, Aunuu, Swains Island and other needs not addressed in the FY2024 budget.
