Transition guidelines laid out ahead of leaders’ meeting

As of yesterday a date had not been set for a meeting between Governor-elect Lemanu Peleti Palepoi Sialega Mauga and Lt Governor-elect Talauega Eleasalo Vaalele Ale and Governor Lolo Matalasi Moliga.

According to the Chairman of the Lemanu/Talauega Campaign Committee Malemo Tausaga they hope to get a meeting date sometime this week.

He said the meeting between leaders of the incoming and outgoing administrations needs to take place before transition teams head to their assigned departments and authorities to begin their work.

An Executive Committee to lead the transition has been appointed, with Tuimavave Tauapai Laupola as chair.

Malemo said the committee members are leaders and members of their Platform and Publicity/Media committees.

Supporters were asked to sign up for transition teams for the various ASG departments and authorities.

The deadline for the executive committee to hand in their final transition report to the Governor and Lt Governor-elect is November 30.

Chairman Tuimavave has given transition committee members a list of Do’s and Dont’s for their transition work.

  • Lemanu and Talauega will pick their cabinet
  • It’s not a witch hunt. Look for the info, if not ask
  • You will not argue with the director or designated representative
  • This is a Transition Team not an employment opportunity. If you can’t follow these guidelines, you will be asked to leave.

The transition team is to receive a copy of the Lolo Lemanu Administration’s transition plans after the meeting with Lemanu and Talauega.

Transition teams will review their counterpart’s transition report and identify:

  • Mission and Vision Statements.
  • Mandates for which the department was created
  • Organizational chart. Identifying if there are any vacant positions
  • Current financial health of the department
  • Department should provide the names of the federal and local program accounts. This should include providing a list of outstanding single audit and grant monitoring findings and or corrective actions to those findings. Also state which federal grant program or programs are currently on High Risk designation.

Chairman Tuimavave has outlined the information that the transition teams should seek from departments.

  • Human Resources: request all current employees from each department and identify if they are contract or career service employees.
  • Property Management: list all government assets, (buildings, cars, equipment, furniture and insurance , ) and include insurance commissioner.
  • Conduct Inventory of agency properties by funding source (local or federal).
  • List Special Projects and funding sources
  • Focus on Fiscal Years 2020 and 2021.
