Fono yet to convene on FY2021 budget issue

November 30 is when the governor’s extended executive order to fund ASG operations in the absence of an approved Fiscal Year 2021 budget law expires.
Just before the general elections Governor Lolo Moliga extended the executive order which was originally for 15 days then extended for another 15 days.
His action came as a surprise as the Fono had already passed and sent him an interim appropriations bill that he had submitted for review, which would fund ASG until a final FY2021 budget law is adopted.
But rather than act on the interim appropriations bill,  the governor extended the executive order for another 60 days.
He said operation of ASG department, agencies, semi autonomous agencies and the Legsialture and Judiciary will contine at FY2020 budgetary funding levels using funds not other wise appropriated .
Lolo ordered that no expenditures for projects and activities beyond FY2020 levels will be allowed.
The administration’s interim appropriations bill was to last 30 days but the Fono changed the term of the legislation to 60 days.
They also amended language saying that the Fono did not approve the FY2021 budget.
House Speaker Savali Talavou Ale told KHJ News today that he hasn’t had a chance to consult with Senate President Gaoteote Palaie
However he said they have to meet sometime soon and schedule a date for  the Fono  to reconvene to discuss the budget issue.
