No Changes in 8th Amended Emergency Declaration

There are no changes in the latest amended declaration for COVID-19 released after midnight last night by the Governor’s Office.

Business hours remain at 5am-9pm which is the same hours for buses and taxis. Only half the number of passengers that buses and taxis can carry are authorized.

StarKist and businesses that are associated with cannery operations and buses which transport cannery employees are exempt from the limited hours of operation and limit on passengers.

All public gatherings including church services are allowed from 5am-9pm.

Bingo games for fundraising purposes remain suspended.

Use of masks and social distancing are encouraged for public activities.

Hawaiian Airlines flights remain suspended for another 30 days with reconsideration slated for October 1st.

Inter Samoa flights by Samoa Airways and Talofa Airways are suspended, however this restriction is subject to review depending on the COVID-19 status of both countries. If there’s an emergency need requiring special flights to American Samoa this option will be considered by the governor and lt governor.

For any travelers arriving in the territory, the protocols remain the same.

They must provide a negative COVID-19 test result within 72 hours before arrival.

The traveler must disclose if he or she has had a positive test result prior to testing negative.

All travelers are subject to full quarantine of 14 days.

For COVID-19 related workers quarantine will be imposed.

However, a mitigation plan will be developed for them to carry out their duties.

This will be monitored by the Department of Health for 14 days.

There’s a slight variation for other COVID-19 related workers including FEMA.

They will still be quarantined but with a mitigation plan in order for them to conduct their work. Example of such a plan includes providing office space with internet connection at the quarantine site, without any contact with the community, rental car for them to drive around with a DOH escort in a separate vehicle for site visits.

Visitations at the Territorial Correctional Facility remain closed.

The Juvenile Detention Center shall allow visitation by parents or legal guardians of detainees.

All other rules for arriving aircraft and sea vessels remain the same.

The 8th amended declaration of continued public health emergency and state of emergency for COVID-19 will be in effect until September 30.
