ASG is moving  into a 20-hour work week in response to the COVID-19 pandemic  but employees will still be paid 40 hours per week.

The 50% staffing level has been moved from Code Yellow to Code Blue and is in effect for the new pay period.  The new ASG pay period starts this coming Sunday, April 5.

This is according to a memo issued by Governor Lolo Moliga yesterday.

The governor cited that as the number of COVID-19 cases in the  US continues to grow with 160,718 confirmed cases and 3,002 deaths,  “the importance of enforcing social distancing as the most effective measure to abate the spread of the COVID-19, it behooves us to expand our efforts to promote this preventive alternative.”

Lolo has given each director discretion on how to implement this requirement to fit their departments’ need.

Tier One employees as determined by the director will work Monday and Wednesday and Tier Two employees will work Tuesday and Thursday.

The director is to make sure that essential personnel are scheduled to work on Friday to ensure that services to the public will not be disrupted or compromised.

According to the governor’s edict, on days in which employees are not scheduled to work at the office, they are required to work from home depending on the nature of their duties.

All employees will be compensated for 40 hours per week.

First responders and essential personnel will still work 24/7.

Lolo said authorities have the discretion to implement his memo to make sure that the quality of services to the public are not interrupted or compromised.

He said the 50% reduction in work hours is being put in place in accordance with the emergency declaration for COVID-19 allowing amendments to the restrictions as the curve changes in the United States and Hawaii.

The territory remains under Code Blue and the governor indicated that further changes may be forthcoming to “address this fluid situation.”
