
The cost of the wall which Governor Lolo Moliga wants built around the Territorial Correctional Facility to prevent inmate escapes is $900,000.
Funding for the wall is one of the items on the agenda for the Special Ssession of the Fono which begins today.
The governor is also seeking $1.1 million to build a seawall starting from Aua and going both east and west along the coastline. The sources of funding for both projects is surpluses from fiscal years 2017 and 2018 and the American Samoa Hawaiii Cable dividend from FY2017.
The proposed appropriations bill states that at times the current state of security at TCF has been found lacking and this bill will provide the funds necessary to build a cement perimeter wall around TCF.
For the seawall, the bill notes that the effects of climate change are evident in the erosion of the coastline and this bill will enable the construction of a seawall that will help protects the coastline from erosion.
The bill is to go into effect immediately upon passage by the Fono and approval by the governor.
