Cracks in Criminal Justice System not Helping

Now that the territory has a mental health facility, the psychiatrist for the Department of Health, Dr. Peni Biukoto is questioning why individuals with mental conditions are still being transferred to the Territorial Correctional Facility.

Speaking at the 1st Behavioral Health Summit Wednesday, Dr. Biukoto observed that there are still failures in the criminal justice system which victimize people suffering from mental health challenges.

He said the mental health facility was built because patients with mental conditions cannot be treated by a general hospital.

Dr Biukoto said the most common condition seen at the mental health facility since it opened in June 2015 up to May is depression…there were 170 total.

Other common conditions were Post Traumatic Stress Disorder, bipolar, dementia, and psychosis.
