Some Still Waiting for ASG Paychecks

A group of Department of Education employees and hires under the governor’s apprenticeship program are still waiting for their paychecks apparently because of technical issues with the financial system.

According to Deputy Director of Human Resources  Mrs Eseneiaso Liu the system automatically rejects an expired NTE or “not to exceed” date unless the necessary changes are made.

She explained that several other government departments and agencies receiving federal grants, did not encounter any problems with payroll just DOE.

Mrs Liu said DOE personnel experience this problem regularly but there is a way to stop it from happening.

That is for the responsible officials at DOE to be alerted of the expiration dates of their grants and make the necessary changes ahead of time , changing the NTE dates so that all grant funded personnel are paid on time.

Budget Director Catherine Saelua agreed saying all agencies must work together to carry out what’s needed to ensure that there  no delays with payroll.

Other employees affected are those under the governor’s apprenticeship program which is under Special Programs administrated by the Governor’s Office.

When they are first hired, the apprentices are on one-year contracts with the aim of transitioning them to the budgets of the departments they are placed in.

Both the Budget Director and the Deputy Director of Human Resources agreed that there are critical changes needed to be made to the system, but it takes time and lots of money but the agencies need to follow the current system and carry out specific responsibilities in order to stop the payroll delays from reoccurring.

Saelua said they will make a supplemental run this week in order to get the affected ASG employees paid.

This is the second consecutive payweek in which  a large number of employees have not received their paychecks on time.
