DHR Report: 78 New Hires in 1st Quarter

Numbers in the 1st Quarter Performance report for the America Samoa Government for Fiscal Year 2016 sheds some light on the rate of hiring in government even when a freeze implemented in the first year of the Lolo Lemanu Administration was in place.

The personnel services division lists the number of short term contracts for the period from October to December, 2015 at 29, while there were 36 new career service hires.

The number of standard two year contract employees hired in that period was 5, there was one gubernatorial appointee and 7 apprentices hired under the governor’s program to employ graduates with degrees.

That’s a total of 78 employees hired in the first quarter.

The report shows that 84 short term contracts were extended.

ASG contracts other than the standard two year contracts can run anywhere from three to six months to one year.

The number of two year contracts which were renewed was 6.

For the first three months of FY2016, the number of contracts which were terminated was 53.

Human resources also converted 38 contract employees to career services and added four new positions.

In terms of promotions, reclassifications and pay adjustments, the first quarter performance report for ASG’s hiring and firing agency lists 78 promotions, 42 salary adjustments, and 31 reclassifications.

It also paid increments to 224 employees, suspended 3 employees and also reinstated 3 employees.

According to the report, there were 79 resignations, and 26 retirements from October to December 2015

Also from the DHR report, the Integrated Financial Accounting System Is being upgraded to safeguard employee information, accurately record leave balances and purging the names of employees who have left government employment.

DHR says the governor reported to the 34th legislative session regarding reoccurring leave balances credited to employees who have exited government service, increasing liability for ASG due to outdated system components.

DHR is hiring a qualified individual to act as an IFAS expert to surrogate as an IFAS administrator until a qualified individual assumes the position,

Among duties of the interim IFAS expert who will be contracted for two weeks is purging the names of all employees who have exited from government service, which are still appearing on the system, come up with a solution to safeguard the ASG personnel system, payroll and employee records from loss in the event of a natural or man made disaster, generate reporting standards for core users to produce quarterly semi-annual and annual reports and to train users.
