Sen Insists Homeland Security Should Pay for Scanners

If there are any changes made to the use of proceeds from the bond sale, the bond holders will have to be notified and asked for approval.

During discussion of the $10 million to purchase six scanners for the customs division, Senator Tuaolo Fruean was adamant that if border security is one of the uses for this equipment, then Homeland Security should pay for it.

Here’s how Senator Tuaolo put it to the Secretary of the American Samoa Economic Development Authority Steven Watson.

Watson said philosophically he agrees with what Tuaolo was saying.

He indicated that if Homeland Security is agreeable to provide incremental funding then ASEDA can seek a redirecting of this money.

He said bonds were for a specific purpose.
