The American Samoa Telecommunications Authority spent less money than it collected in the second quarter of Fiscal Year 2016, which was an improvement over the previous quarter when spending outpaced revenues.
ASTCA collected $2.8 million but spent $2.6 million .
ASTCA’s budget for the year is $16 million and at the end of the second quarter it had spent $5.5 million.
For the year to date ASTCA has collected revenues of $5.8 million.
But when encumbrances are factored in ASTCA would need to raise more money to pay all its bills.
ASTCA’s year-to-date encumbrances amounted to $2.6 million. .
For the second quarter spending, personnel costs came to $579,776 and equipment used up $516,463.
The biggest expense for the quarter was All Others which came to $1.1 million.
There’s no explanation in the report as to what is included in All Others.
ASTCA has 173 full time employees, 9 contract workers and there are ten vacant positions.
