ASPA Spending Outpaces Revenues

The American Samoa Power Authority faced a 27.3% shortfall up to March 31st and has spent more money than it collected.

ASPA’s revenues for the period ending March 31st were budgeted at $58.2 million but ASPA generated only $42.3 million in actual revenues, of which $13.9 million was from grants.

The authority explained that the 27.3% drop in revenues was because some grant projects have not been billed and because fuel prices have continued to drop.

On the expense side, ASPA spent $48.5 million, which is $9.7 million less than what was budgeted.

And with less revenues coming in, ASPA spent less than what it said it would.

All of ASPA’s divisions except for Solid Waste expended much less that what was budgeted. ‘

The Water Division for example was supposed to use up $8.9 million but actual expenditures in this division came to $4.4 million.

Expenditures for the Electric Division was budgeted at $38.7 but ASPA has used $34.8 million.

For Solid Waste actual expenditures almost matched the budgeted spending of $1.8 million.

One of ASPA’s biggest expense items was contractual services which used up  $23.6 million.

Personnel costs totaled $6.4 million.
