At Half Way Point of FY2016, ASG Spends Below Budget

ASG managed to keep spending in check in the second quarter of Fiscal Year 2016.

Writing in the second quarter performance report for ASG,  Budget Director Cathy Saelua says that total local funds spent to date amounts to just 43% of the total approved annual budget of $106,06,000.

At the half way point in the fiscal year, usually 50% of the budget would have been spent.

But ASG managed to save 7% of the approved funding for the second quarter.

The total amount of expenditures using local funds for all three branches of the government and Special Programs came to $45.5 million.

The Budget Director said spending by the Executive and Judiciary branches as well as Special Programs was below the normal quarterly budget threshold of 50% .

Only the legislature spent 51% of its budget,.

The Executive Branch spent $30.5 million which is 44% of its total budget for FY2016, the Fono spent $3.5 mllion or 51% and the Judiciary spent $926,414  or 32%.

Special Programs spending reached $10.4 million or 39% ot its total FY2016 budget.

Not only was spending below budget, another reason why Budget Director Saelua was pleased is that  that all departments and agencies had submitted their quarterly reports.

In addition, all departments and agencies have operated within their budgets.

Meanwhile Treasurer Ueligitone Tonumaipe’a, in his second quarter performance report, proudly announces that for the first time in the history of the American Samoa Government, ASG has been able to complete its annual audit on time.

A condition of the bond American Samoa Economic Development Authority  bond sale is that ASG completes financial statements on time, which is April 30, or 210 days after the fiscal year ends.

ASG must also have a balanced budget
