Lack of funding is the reason why police officers who were trained and certified to carry weapons have not completed psychological evaluations.

So says Ernie Haleck, a retired member of the Los Angeles Police Department who conducted the training for DPS.

He explained that the psychological evaluations designed for DPS, mirrored that given to LAPD officers for certification to carry weapons.
