After Three Years Directors Still Fall Short on Personnel Rules

Lt. Governor Lemanu Peleti Mauga today urged directors to refrain from making last minute personnel promotions and to stop making changes in their departments.

At a cabinet meeting today, the lt governor told directors he and the governor don’t want to deal with any improper promotions after some of them don’t return to their director jobs.

Lemanu’s reminder came after Director of Human Resources, Le’i Sonny Thompson gave a presentation on recruitment and hiring policies and procedures.

Copies of a memorandum issued in September was also re-distributed at today’s cabinet meeting .

Lemanu noted that directors have been reminded several times in the past of hiring regulations but there are still problems surfacing, an indication that the policies are not being followed.

In the September 27th memo, Governor Lolo Moliga pointed out that steady proliferation in public criticisms specifically on the hiring practices of the American Samoa Government is becoming an issue of concern.

He reminded directors that it is one of their responsibilities to be knowledgeable and stay compliant with all Human Resources rules and regulations.

The governor said the established recruitment, hiring rules and regulations afford directors the authority to make the final decision on persons to hire.

He reminded directors that they do not have to pre-select or quote salarie to anyone seeking employment with their department or office.

He also said that prevailing Human Resources rules and regulations prohibit them from putting a person to work without going through the recruitment and hiring process.
