Man Jailed for 28 Months in Domestic Violence Case

A man charged with raping and sexually abusing a woman that he had a husband and wife relationship with will serve 28 months in jail.

Aska Laulu faced six counts including assault in the 3rd degree, rape, felonious restraint, sexual abuse and private peace disturbance.

A plea deal which the defendant entered and which the court accepted resulted in the dismissal of the more serious charge of rape and Laulu was sentenced for assault, felonious restraint and sexual abuse.

The High Court sentenced him to one year for assault, seven years for felonious restraint, and five years for sexual abuse.

However the jail sentence was suspended and Laulu was placed on seven years probation after serving 28 months in jail.

He will register in a batterer counseling program under the Department of Human and Social Services called Amanaia, which will begin in January.

The program as explained by Dr. Celeste Faumuina of DHSS, ‘aims to change a batterers controlling behavior and make them understand the effects of domestic violence.

The defendant would be allowed to apply for work-release provided he complete anger management courses, alcohol counseling, and undertake the Amanaia Program.

The defendant must also registered as a sex offender and take a HIV test.
