ASPA Revenues Short By 1.8% in 1st Quarter

The American Samoa Power Authority did not raise projected and budgeted revenues for the first quarter of Fiscal Year 2016. ASPA was short by 1.8%.

ASPA’s budget for the first three months of the current fiscal year lists reevenus at $29.1 million but actual revenues raised was $28.5 million.

The authority says the shortfall was due to slow progress of grant funded projects and the low cost of fuel.

Revenues for the quarter totalled $28.5 million against the budgeted amount of $29.1 million.

And the authority spent less than what was budgeted for the first three months of the fiscal year.

Expenditures for the quarter totalled $27.9 million, while the budget allowed for expenses of $29.1 million.

The Waste Water Division spent nearly a million more than what was budgeted and Solid Waste went over budget by about $49,000.

Meanwhile the Water Division which had budgeted expenses of $4.4 million only spent $2.4 million.

The Electric Division underspend its first quarter budget by $69,000.

Here’s a breakdown of ASPA expenses for the quarter:

  • contractual services  which includes 38 contract employees used up $13.2 millon or 48.7% of the expense budget;
  • materials & supplies came to $7.2 million, or 26%;
  • personnel was $2.4 million,
  • equipment,$2.1 million, the All Others category came to  $2.3 million and travel was $50,407.

ASPA has 417 employees.
